So depending on your departure date, it could still arrive in time. You are correct that the booklet contains Contact Cards with Disney Cruise Line Contact Information in case a friend or family member needs to reach you while you're on the ship.
Even if you didn't receive a booklet, you can provide family and friends with the following number to call: 1-888-DC-AT-SEA. Shore-to-ship rates apply for these calls, the caller will need to know the name of the ship and your stateroom number, and there's a maximum call length of ten minutes.
In addition, as far as overall connectivity, Disney Cruise Line features
Cellular at Sea phone service, so you can use your own cell phone or wireless PDA just as you would on land. Available from most cell phone carriers, this service is currently available in staterooms. Usage rates and international roaming rates vary as you travel, so I'd suggest contacting your cell phone provider to learn these rates before your cruise.
