The only drawback to certain non monorail resorts is the fact that unless you are taking the bus from a park, you cannot get from one resort to another easily. I have heard of people going to the Transportation and Ticket center and then transferring to the resort which you need to go to it. Yes if you are going to go through EPCOT to get to the Cap May Cafe, you will need a park ticket to walk through the park.
