As I mentioned in my answer to a previous question of yours, my own family booked with Karmel Shuttle on our last Disneyland Resort trip. They were really great and super easy to book with. I called Karmel Shuttle today and asked them your question. They were able to confirm that kids three and up are able to ride in commercial vehicles without a car seat. They'll just need to wear their seatbelt. When I asked them about a two-year-old, they said that as long as your child can hold themselves up, then it's up to you. Still, it might be worth mentioning the ages of your children when you call and make the booking.

Disney California Adventure Park. It's a fantastic way for your kids to run around, feel adventurous, and have fun. They also loved exploring the nooks and crannies of
Pirate's Lair on Tom Sawyer Island at
Disneyland Park. My daughter was very proud of herself for finding the hidden treasure.
