do i have to buy a ticket for a child under three

Hi, Melanie!   Children under the age of 3 do not need a park ticket.   Children ages 3 - 9 require a Child Ticket, anyone age 10 and older require an Adult Ticket.

When dining at family style meals or buffets, you do not have to pay for them - they are welcome to share off your plate for no extra charge.   If ordering a children's meal for your little one, either from a table service or quick service location, you will need to pay for those meals.   I have found the kids meals to be reasonable priced and all the "kid favorite" stuff available!

Wishing you and your family a very magical WDW vacation!
