I love the Resort-Refillable Mugs. Not only can I refill them with coffee or Diet Coke (my go-to's for fueling my theme park adventures), but I can take them home with me as a souvenir from our stay! To answer your question, Resort-Refillable Mugs can only be purchased by Guests of the Disney Resorts Collection. You have to have an existing Disney Resort hotel reservation to complete the purchase and activate the RFID chip, so if you'll be staying offsite, you'll be unable get a Resort-Refillable Mug.
I am quite biased, but I very much recommend
booking a Disney Resort hotel for your visit.
