In order to purchase one of the
Disney Dining Plans, you must purchase a
Magic Your Way Vacation Package. These packages do include purchasing both a room and theme park tickets, so you won't be able to purchase your theme park tickets separately.
However, if you are thinking you'd like to purchase an
Annual Pass, you will be able to do that separately from a room reservation and still have the option to purchase the Disney Dining Plan. By the way, there are often some nice
Special Offers with the purchase of an Annual Pass. Similarly, if you are a Disney Vacation Club member, you could add the Disney Dining Plan to your reservation while still purchasing your theme park tickets separately.
