Yes, attending Mickey's Not-So-Scary Halloween Party requires separate tickets from general theme park admission to Magic Kingdom.
If you're referring to breakfast with Pooh and friends at the Crystal Palace, perhaps you can consider breakfast at a resort or another park, that way you can wait and just attend the party around 7pm (they'll usually let you in a few hours early with your Party ticket) and not have to pay for entrance twice at Magic Kingdom that day.
Chef Mickey's at Contemporary Resort or Donald's Breakfast at Tusker House (Animal Kingdom) also are great breakfast character dining experiences!
