We are bringing a double stroller for my 4 yr old and 1 yr old when we visit in April 2010. Are there places to chain up your stroller (using a bike chain or something) when everyone goes on a ride or in a store where strollers may not be able to go?

There are Stroller Parking spots outside of rides and buildings where you will see everyone taking their strollers.

I always mark our stroller with ribbons or a scarf around the handle so that I can identify it later and someone is less likely to walk off with my stroller thinking it belongs to them!  Also, the Cast Members sometimes have to move strollers to another spot and you want to be able to find your stroller easily.

I've never chained up a stroller or seen anyone else doing that in Disney World. From what I'm reading Disney does not want strollers chained to stationary objects in the Parks.

Be sure to bring any valuables like your purse with you into the rides instead of risking the loss of them if unattended!
