Oh boy! I hope that your Birthday Mouseketeer has an amazing time celebrating with all of their favorite Disney friends as their party pals! Be sure to ask for complimentary celebration buttons when you're checking in for your reservation. The Guest of honor can wear a Birthday button and your whole party crew can get in on the button fun by donning the 'I'm Celebrating!' style.
This one is a 'Your Mileage May Vary' answer. Balloons from home generally aren't allowed inside the security checkpoints of the Disneyland Resort, which includes
Disneyland Park,
Disney California Adventure Park, and the whole of the
Downtown Disney District. However, because
Goofy's Kitchen is located in one of the
Disneyland Resort Hotels, which don't follow the exact same
Prohibited Items guidelines, I have a feeling that balloons will be okay. I could also see balloons being allowed if your reservation were at an "off" time, like late breakfast or the start of the dinner service. To better your chances, I'd try to keep your balloon bunch to just one or two, and keep them on the smaller side vs. the medium and large kind. Also know that while I think you'll be okay, the restaurant does have the final say.
Pro Tip: You're more than welcome to bring in presents and an outside dessert. However, keep any kind of table decorations to a minimum because you'll want all the room you can spare for multiple plates of Goofy's signature dishes, like the peanut butter and jelly pizza!
