As a mom to two young kids, I am very familiar with the flotation devices you are describing. We haven’t had the chance to visit a Walt Disney World Resort water park yet, but I was very interested in finding the answer to your question in case we get the chance to go in the future!
I confirmed with a friendly Cast Member that the style of flotation device you are describing is currently allowed in Resort pools and at water parks.
Official Walt Disney World Resort Property Rules state that non- Coast Guard approved flotation devices or swim noodles are prohibited at any water park.

Disney H2O Glow After Hours at Disney’s Typhoon Lagoon is an after hours event that features select attractions available with shorter wait times, a DJ dance party, and a complimentary selection of snacks and beverages. Tickets go on sale March 3, 2023 if you’re interested in attending this special event that occurs on select nights from May 20, 2023 to September 2, 2023.
