I have good news! Yes, you will have access to the
Oogie Boogie Bash - A Disney Halloween Party pre-sale for Magic Key holders despite not having yet activated your Magic Key. I was able to access the pre-sale for Disneyland After Dark: Star Wars Nite despite not having yet visited the parks to activate my Magic Key. You will be able to do the same. Just make sure you're signed in to your Disneyland account with your linked Magic Key prior to the sale's start.
