As you noted from your experience, the California Resident Offer does require proof of your eligible California residency, including a valid photo ID that is a government-issued ID like a California driver's license. One suggestion for you is to bring your temporary driver's license you receive from your renewal process, until you receive your new permanent driver's license. Another suggestion is to bring some document with your name and your valid California residential address that matches up with your photo ID such as a residential lease, a mortgage statement, a financial institution statement, or a utility bill.
