    If I book my vacation package now at a value resort with dining plan for November 2013 and Disney offers the "free dining" later for the dates I am staying, can I upgrade my package to a moderate resort with dining plan and if so how hard is that?

    Yes, assuming there is availability, and assuming an offer is made available, you can upgrade/change your reservation to apply the code.  Keep in mind that availability is limited with these types of offers, and you'll need to act quickly for the best selection.  Keep your eyes on the Special Offers page so that you'll be ready to make those changes if the time comes.
