When is the best time to visit th parks meaning slowest-not packed with people, best hotel rates, and not 100 degrees outside? Also would going during the week be better? Are there any really cool things to do with a 4 year old boy and 1 1/2 year old girl

Hello,  I really like the weather during October, November and February.  Besides great weather, you can also avoid crowds during many weeks.  While most weekends are typically fine, yes, the weekdays are a bit less crowded.    If you have the flexibility, I always prefer traveling on weekdays.  About hotel rates, there is a wide range of choices depending upon your budget.   Disney breaks these between deluxe, moderate and value categories with each offering a variety of options.   Since I believe you reside in Florida, look for Florida resident specials on both resort stays and tickets.   Lastly, regarding cool things to do - My family and I were just at Disney's Hollywood studios this weekend.  My kids loved the new Playhouse Disney show.  Children get to interact while watching their favorite show characters.  They have bubbles and confetti flying around.  Given the age of your kids, I think your children may love this new show.
