Disney Character Dining is so much fun, and most definitely one of the best ways to meet the characters. Each location offers a unique experience, so they are all fantastic! I realize you've asked for "the best" option, but let me offer three suggestions instead. Decide which one would be "a perfect fit" for your children based on their preferences for specific Disney characters.
1.
Chef Mickey's at Disney's Contemporary Resort has Mickey Mouse, Minnie Mouse, Pluto, Donald Duck and Goofy.

The Crystal Palace at the Magic Kingdom Park has Winnie the Pooh, Tigger, Eeyore and Piglet.
3. You'll find Doc McStuffins, Sofia the First, Jake from the Never Land Pirates and Handy Manny at
Hollywood & Vine: Disney Junior Play 'n Dine at Disney's Hollywood Studios. The Disney Junior pals are present only during breakfast and lunch.
The three Disney Character Dining locations I mentioned above offer meals buffet-style. You will not have to pay for the 1 year old to eat at any of the Disney restaurants, not even the Disney Character Dining locations! Children under the age of 3 are more than welcome to eat off an adult's plate.
If I absolutely had to choose only one of the three Disney Character Dining locations mentioned above, I would recommend Chef Mickey's for breakfast. You will have many opportunities to take lots of pictures, so be sure to bring your camera to capture those
unforgettable precious moments.
