We will be arriving at Port Orleans Riverside resort around 4 in the afternoon. Wondering if this gives us time to get dinner at House Of Blues and still make it to Magic Kingdom for a couple of hours with a 6 and 4 year old?

That answer will depend on a number of factors, Jessica, including whether or not you will be relying on Disney transportation and the operating hours of Magic Kingdom on the day of your visit.  Maybe I can be helpful by giving you some "rule of thumb" allowances with regard to timing at Walt Disney World.  For example, you can plan on resort check-in and settling into your room to take 30-60 minutes, depending upon whether you did online check-in prior to arrival and how long you linger after checking in.  From there, you can plan on transportation from Riverside to Downtown Disney to take about 20 minutes.  Allow an hour for your meal and forty-five minutes to travel from Downtown Disney to Magic Kingdom.  Your best route for that trip would be to take a bus to Disney's Caribbean Beach Resort and transfer to a bus headed for the Magic Kingdom.  As you can see, that puts the time at about 7:30, give or take a few minutes.  Hopefully now you can decide whether the park operating hours on the day of your visit allow for some park touring time.  Good luck!
