    It appears that all moderate resorts (other than FW) are booked for sept 17-24. I know that free dining is a definite perk, but I have always heard and read that Sept is an ideal time to go due to low crowds. Is something else going on? Is this typical?

    Whereas Walt Disney World used to have 4 very distinct seasons (value, regular, peak, and holiday), those seasons have become blurred and less predictable in the last few years with the addition of things like ESPN Wide World of Sports (and its many events), EPCOT Food and Wine Festival, and Mickey's Not So Scary Halloween Party and Very Merry Christmas Party. Plus, other countries of the world have their "holiday" after we here in the US have gone back to school. And I haven't even mentioned the 40th Anniversary Celebration!!
    This all adds up to less and less predictable "off-peak" times. The "moderates" may not have had availability for a number of reasons like the ones above, plus the extension of Free Dining. I would definitely keep trying as reservations get cancelled almost daily. With a little perseverance and pixie dust, something will hopefully open up.
