You certainly can add a
Disney Dining Plan to your reservation
without also having to purchase theme park tickets. In fact, our family did this very thing a few years ago. We have a family member in the military who was able to get incredible discounts on
theme park tickets. However, that was it. No discount on the resort hotel reservation nor dining plan options. So we ended up taking advantage of one of Disney's exclusive
Special Offers, which allowed us to save on the resort hotel, add a Dining Plan option, yet not purchase tickets, as it was already given to us by our military friend.
The same goes for annual passholders. You don't have to be an annual passholder to take advantage of hotel and dining, and yet not buy a single ticket. In fact, there are those who want to experience the resort hotels, dining well, shopping, but have no interest going into any of the theme parks, believe it or not. So yes, this can be done!
