My DS ( 3 & 2 yo) are very active and figity. What shows/attractions will they not only enjoy, but less likely to bother others? Dining too, any suggestions (we did not purchase a dining plan btw so our options are open)?

What's up, Jessica! Unruly kids are much less of a concern to others at Disney World than they are on their home turf. Take it from a guy who's unruly himself: me.

The audio at shows and attractions will drown out the best of ballers in most instances. I've had an antsy and vocal child at PhilharMagic, Finding Nemo the Musical and the film at the end of One Man's Dream, and we were able to ride it out, stay put and enjoy the shows.

Something like La Nouba would be problematic. Other than that, if you find an attraction interesting, go for it. If your sons are being particular troublesome, exercise the rider swap option, and let one parent try it out first to gauge how well your sons would do. I think you'll find the environment very agreeable with your kiddos.
