    We are active duty military. If we purchase the special park tickets at a military location and we reserve our hotel via telephone with the "up to 40% discount", are we still eligible to either add a dining plan or receive the free one?

    Unfortunately, Angela, guests are only eligible for the Disney Dining Plan if they purchase a vacation package that includes both resort accommodations and theme park tickets.  Because you will not need to purchase theme park tickets as a part of your vacation package, your family would not be eligible for the dining plan.  The only way around that would be to forgo your discounted military tickets and purchase them as a part of your package.  I hope that clears things up for you.  Enjoy your trip!
