Not all table service restaurants are located in the theme parks, therefore requiring you to have a theme park ticket for admission. For example,
Rain Forest Cafe sits at the entrance of Animal Kingdom but is not inside the park, so you do not need a theme park ticket to eat there or its other location at Downtown Disney.
Tusker House, on the other hand, is located inside Animal Kingdom and requires valid park admission. All table service restaurants that require a theme park ticket will have this clearly noted on their landing page on the Disney World website with the caution, "Valid Park Admission Required" underneath the restaurant's name.
You may find it helpful (although slightly laborious) to do a search under the THINGS TO DO TAB/Dining/Make Reservations and use the filter beside the Mickey Head icon "All Parks & Resorts" and check all of the resorts and "other destinations"--making sure not to check the theme parks--so that your dining location results will only list restaurants outside the parks.
